    I see it that way too, it's illogical. An adjustment would be advisable.

    Is it known why this is not also made available for OSPi?

    Yes, that's what I've been doing so far. but that doesn't give you a good handle on the weather dependency. If it is drier, the running time  (for 1+3) can double. With fixed follow-up times, you must then set long breaks as a precaution. I would like automatic follow-up irrigation.
